Arbiter norm report forms

At the end of a tournament the chief arbiter certifies that another arbiter's performance met the standard for a FIDE Arbiter (form FA1) or an International Arbiter (form IA1). Chesstide fills both forms from the tournament you just ran, so you print and sign instead of re-typing.

Generating a form

The cockpit's Administration tab holds the form. Four fields:

• Norm — FA1 — FIDE Arbiter or IA1 — International Arbiter. The two FIDE templates carry the same fields and differ only in the title being applied for.
• Date of signature — defaults to today, because the date beside a signature records the day it was written, not the day the tournament ended. Editable if you are backdating a certificate.
• Arbiter receiving the norm — the applicant.
• Arbiter signing the norm — usually the chief arbiter.

Generate the form opens the completed document in a new tab, and Print there sends it to your printer — or to a PDF, through your browser's print dialog. Nothing is submitted anywhere and nothing is stored: authentication is your federation's job, so print it, sign it, and send it on.

If the tab shows No arbiters to certify yet, you don't have the two people a norm form needs — Manage staff takes you to the Configuration tab to add them. Two people: one person holding both the chief arbiter and organizer roles fills two staff rows while still being one human, which is not enough.

Who can receive, who can sign

Every arbiter role can receive a norm except Assistant Arbiter. FIDE's arbiter title regulations (B.06.1, article 2.4.4) do not count an event where the applicant is only mentioned as an assistant, so offering them a certificate would mean sending a federation a document it must reject.

Organizer is not a norm recipient either — it isn't an arbiter role — but an organizer may sign one.

Nobody can sign their own norm, and Chesstide checks this by person, not by staff row: an arbiter recorded as both chief arbiter and deputy chief arbiter cannot pick themselves in both dropdowns. See Staff and arbiter access for the roles themselves.

The figures it prints

Under the form, Figures that will be printed shows the four counts FIDE asks for before you generate anything — players, FIDE rated, federations and titled players — because the printed document offers no way to correct a number.

Two conventions explain figures that look surprising:

• Players means players who actually played. A pending entrant who never showed up belongs in your entry list, not in a certificate sent to FIDE, so this count can legitimately differ from the tournament's public statistics page.
• "FIDE rated" doesn't cascade. A rapid event counts players with a FIDE rapid rating; a standard-rated player with no rapid rating is unrated here, even though the standings would rate them by cascade. This is the same rule the FIDE TRF report follows.

To change a figure, correct the tournament data and generate the form again.

What else is filled in for you

The event half of the form comes straight from the tournament: name, FIDE event codes, federation, venue, first and last round dates, pairing system, number of rounds and the time control. Each arbiter's name, FIDE ID, title and federation come from their person record, resolved exactly the way the TRF export resolves them — so a norm form cannot report a federation your rating report disagrees with.

Important: Everything inside the document is printed in English, whatever language you read the cockpit in. It is addressed to FIDE, not to you.
